Cannabis in Vermont: lounges, dispensaries & laws

Can you legally consume on site in Vermont?

Vermont is easy to buy in and hard to legally consume in if you are a visitor. What changed recently
MPP reports that Governor Phil Scott signed S.278 (reported as 2026), which doubled adult possession limits to 2 ounces of cannabis and 10 grams of hashish, created cannabis events permits, and barred landlords from prohibiting cannabis possession and non-inhaled cannabis use by tenants. In 2025 Vermont regulators moved to fold medical cannabis sales into the existing adult-use retail network rather than maintaining a separate medical dispensary channel, after Windham County's only medical dispensary closed in January 2025.
